  • Enrolled in Bar Council of Tamil Nadu in 1977.
  • Completed 42 years of practice in Supreme Court. Has practiced in various branches of law prominently Constitutional Law, Law of Indirect Taxes, Criminal Law, Consumer Law, Electricity Law, Human Rights Law, as well as law relating to services.
  • Enrolled in Bar Council of Tamil Nadu in 1977.
  • Designated as Senior Advocate by the Supreme Court of India in the year 1997.
  • Has represented several State Governments, Universities, Public Sector Undertakings in their major litigations in Supreme Court, High Courts and Tribunals.
  • Acted as Counsel for the Supreme Court in matters pertaining to the service conditions of employees of the Court.

Professional Details.

  • Appointed as a Member of the Law Commission, 2010 and again for a further term in the year 2013.

Other Professional Engagements

  • Co-opted member of the Expert Group constituted by the Ministry of Minority Affairs to examine and determine the structure and functions of an Equal Opportunity Commission.
  • Member of the Ethics Committee of the Indian Council for Medical Research.
  • Member cum office bearer of several Lawyers’ Associations and Life Member of Indian Society of International Law: Resource person of the Society for its Annual Summer Courses and actively participating in the Projects of the Society.

Contributions/Legal Research/Writings:

  • Served as Law Member in the ‘Expert Group on Welfare Legislations’ set up by the Planning Commission of India in the year 1990.
  • Was a Member of the South Asian Task Force on Judiciary consisting of Members of SAARC Nations to submit reports on the conditions of Judiciary, reforms in Institutional structures and conditions of service etc with a view to enhancing rule of law and availability of efficacious legal remedies.
  • Was a Member of the Sub-Committee on Directive Principles of State Policy, constituted by the Commission reviewing the working of the Constitution under the Chairmanship of Justice M. N. Venkatachaliah.
  • Have been involved in several campaigns for the making of welfare legislations.


  • 1990: Authored a book on the ‘Judgements of Justice O. Chinnappa Reddy’ (Former Judge of the Supreme Court) published by the International Institute of Human Rights Society.
  • Authored the volume on ‘Torts’ in the series of Halsbury’s Laws of India, published by Butterworths.
  • Published articles on Constitutional Law particularly concerning liberty, human rights and role of law, legal education and environmental Law and also a contributor to the annual review of ILI.

Other Law Related Activities:.

  • December, 1997: Entrusted the Chairmanship of the Independent Monitoring Panel, constituted by The World Bank, Government of India and National Thermal Power Corporation, to advise on and monitor the Rehabilitation of People displaced by the NTPC projects in Uttar Pradesh and Madhya Pradesh. This work has been completed.

Law Teaching/Training:

  • Guest faculty in various National Law Schools, Jindal Global Law School, Lloyds Law College, Bennet University Law School and several Law Colleges.
  • Resource person: National Judicial Academy, Bhopal.
  • Resource person for the Bar Council of India in its continuing education programme for lawyers.

International Engagements:

  • Invited to speak at the Workshop Jointly organised by the United Nations High Commissioner for Human Rights and International Commission of Jurists at GENEVA on the 4th to 6th March, 2001. The workshop was designed to submit a report to the Human Rights Commission, on the Optional Protocol to the International Covenants on Economic, Social and Cultural Rights, 1966.
